By Indiana Code, the council body is supposed to redistrict. That authority does not exclusively lie with the president of the council.<br /><br />I realize it's a fine distinction, and I realize I could be wrong. He signed a contract between himself, as Council President, and Brooks. So Brooks isn't representing Vaughn personally, just the office of the council president.
